Here they are:

I found that on a Balto russian forum. It has been posted in May 2004. I was kinda surprised, because it doesn't look very much alike the Balto theme IMO, but it seems to be official artworks. Perhaps that was just a test, and perhaps it will have nothing to do with the final film, but it's still very interesting, don't you think?
This is the website of the drawer :

Kinda cool.. But. The Dogs looks... horrible...

o.O that really is beginnng to worry me in a bad way about B3's potental for being a success...or to make this short..these look too dinsey-ish for the series..anyone else agree with moi on that?..

Interesting..remember though that is concept art so the chances are the characters won't look like that in the end. I am worried too though.

Eh, oh well. Hopefully B3 will flop.

The concept designs don't bother me at all. Alas, Fluke is right. It is a sure thing that we won't see stuff like this in the final film, which is a shame. The arctic terns are rendered beautifully, and Dipsy is so cool!
Would love to see all these animated.
Now I'm more pissed at the DVD release of Balto 2. Many people don't realize how much beautiful artwork goes on behind the scenes--artwork that never gets seen by the general public unless someone is brave enough to invest putting it on DVD. Seeing these drawings for B3 makes me wonder what amazing stuff was created for B2 but tossed aside, either because it was non-animateable, or didn't follow the design style established by the first Balto, or it was considered too "risky" (like these drawings here. The general reaction so far seems to be negative, which is fine. You're all entitled to your opinions).
*sigh* "It's just a kid's show. No one will care," I can hear them say. Well, damn it! Screw the kids, and show us some art!
Maybe 50 years in the future they'll do a boxed set and throw in all the production stuff. Here's to hoping a hopeless hope!
Thanks muchly for pointing this out to us, steetboris, and providing a link to Jasen Strong's web site. I'm flipping through his gallery right now, in complete awe.

Wow, that's pretty far from either Balto's or Wolf Quest's character design. And I thought the team from WQ was returning anyway? I'm not really worried though. It seems to be just concept art. (Other than the official looking Balto 3 logo.) They usually go through design after design until they find something that looks good. It's usually for the better. If that was finished art, like on a cover or something, then I'd be worried. Although I like the coloring jobs, and the birds. ^_^;
On thing bothers me though... Are those new characters for the movie? More non-arctic type dogs? O_o;
And I agree Josh. It's a real shame that Universal didn't include any concept designs with the DVD extras. It might have made it worth the 25 dollars spent...

I'm sure it was an accident unless someone didn't care... But, was that an accident Sarah?
The pictures are a little disgusting... Not bein' mean or anyting

I think I like the first picture better than at least one of the dogs from the second. It'll be interesting to see if they kept the characters and designs in the final script.

I agree with CW... The birds were fine. But, the dogs *shudders*
115-108568278509 Jul 2004, 09:13 UTC
I wouldn't have thought everyone would be so negative about this
Anyway, if the characters design will probably change, the characters themselves have great chances to be in the movie. Perhaps this will be the new trio?
And that collar does look like Dixie's collar, don't you think?
Yes you're entirely right Joshua, it's really a shame we have never seen any B2 concept art, perhaps we should make a petition to Universal to include this on B3 DVD! 98-108879604710 Jul 2004, 01:03 UTC

noooooooooo it burns!!!!!!!!!!!!!! keep small children away!!!! i agree with you Fluke.
115-108568278513 Jul 2004, 18:57 UTC
Well, perhaps the dogs look horrible because it's the way they are meant to be...look at the birds, they look nice, don't they?. And we don't know anything about the other characters.
However, I doubt the dogs will keep this design in the final movie because they look difficult to animate. (much details)

Yes the Birds look great. I don't think Anyone should worry about the Dogs, This is Concep Art. Not final Character desighn.76-108980141714 Jul 2004, 12:04 UTC
Well, I'll keep my comments about the artwork brief: the terns are well drawn, but 'realistic' and basically uninteresting. The dog drawings are jaw-droppingly, shudderingly hideous. Ok, these might be early experiments, but they would still be experiments with some sort of goal in mind, and if the goal looks anything like that, Dog helps us.

Wow. The birds look really nice, but since there are three dogs, does this mean that B3 will introduce a new trio? I really hope that the artist completely revamps the drawings for the dogs, because they don't appeal to me much, either.
