I remember reading that Balto was named after a Norwegian explorer who Seppela admired.. I found this book on eBay, the name fits, so does the location and the time period..

Balto's name came from the name of Samuel Johannsen Balto a famous Sami and fellow norwegian who had lived in Alaska for 24years and died shortly before Balto was born
